Two finger, up/down scrolling function has stopped on my Surface Book. I have to disable ReHIPS, to get trackpad scrolling back.
You didn't get a prompt/alert when the system boot after installing ReHIPS?
does your pad has an interface? if yes , launch it and allow it.
What kind of prompt/alert? I am not understanding the question.
alert from RehIPS if you set it on expert mode. sometimes the hardware depends on a GUI-ed driver , the "GUI" may need to load for the feature to function.
Does the scrolling stop in all windows, like when you scroll files in a folder, browsers, etc.?

I haven't used expert mode, as yet. Does is throw up more alerts/prompts?

Yes....but, is OK when ReHIPS is disabled.

Yes
There was a similar issue with isolated environment programs. If a program is isolated, some touchpad drivers fail to operate correctly with gestures. Some don't recognize separate isolated desktop, some fail to work even on main desktop. We tried to contact vendor and report this issue but to no avail. I guess it's the similar issue.
Well, I opened another browser, Vivaldi...still, not working...but, that ReHiPS 'arrow', for indicating different desktops, is showing.
Still, have Opera browser loaded, and now, scrolling is working in the browser. Now, that is strange.

Vivaldi is on another desktop because it needs hooks controls while opera doesn't need them so it runs on the same desktop. This is why it doesn't function in vivaldi and works in opera.
@Tarnak What trackpad do you have exactly? Synaptics Touchpad?
I am asking because the new version on synaptic Touchpad seems to function in an isolated environment even though it's only on default settings. It recognizes you are on a different user so it starts with default settings which you have no way to change. At least not from a gui.

Yes...that's what it seeme.
Maybe the problem is the same as mine. But I asked him whether gestures don't work in all windows, he answered yes (gestures don't work in all windows). So, I just presumed that we have different, but maybe similar, problems with touchpads. :)

Microsoft is using it's own proprietary technology in the Surface Book. - "Precision Touchpad made its debut with Windows 8. Co-developed between Microsoft and touchpad company Synaptics, the spec changed how Windows works with touchpads."

We may have a very similar problem but with different hardware. The devs for ReHIPS, must have an idea about the problem.

That is, scrolling works only in the browser of the opera and nowhere else?
@crasher
Yes, in that instance, but it may be different next time.

Can you send me all records about blocking applications (Event ID = 9) from system ReHIPS log (switch to Advanced mode on main window, open Log tab, press "Open system Event Log" button) from last reboot to bug reproduction?
If you mean, Advanced Mode to select from ReHIPS GUI, then that is the mode I prefer to be running, anyway . But, I cannot find the "Open system Event Log" button in the log.

He means event viewer logs. You then filter only the Event ID=9 which is the code for blocked.

It wasn't very clear, to me....It is late, now....Nearly, 2:00 am...I am tired, so I am going to bed.

Good night. You can do it when you have some more time. Made a quick video showing the steps.

Thanks...That guide was helpful. I hope, this log contains what you were after:
P.S. Can you PM the info, on how you made that clip? Is there special software, that one uses?
I just checked the ReHIPS logs, and evidently, I don't have any Event ID 9, events.

It's a free program called sharex and it's the screen recording(gif) function.
https://getsharex.com/ (https://getsharex.com/)
Yeah, you don't seem to have block events. Log is empty.

I will look into that program, thanks. :) A pity, there was nothing useful in the log. I wonder what else that can be done to find the cause of the problem, I am having.
What you need to figure out is if the trackpad works in general and only doesn't work in isolated environments that run in another desktop. If that is the case then it's normal and it's a bug of the trackpad and not rehips.
It was analyzed by developers a while ago. The only difference is that you said it doesn't work in general in any windows not even explorer window. If you can confirm exactly which of thi scenarios i mentioned maybe we will figure something out.
@aDVll
I think in my descriptions of the problem, earlier in this thread, shows that Surface Book works in general, but plays up when it comes to ReHIPS.
I enclose screenshots, that shows some device properties for the Surface Book. Nothing, is out of order, so the problem would appear to be with ReHIPS.
Simple test. Open as many of this application as you can and tell me if the touchpad works.
Chrome/Firefox/Opera/Palemoon --> here it should work if i am guessing correctly
MS office/Vivaldi/Abobe Acrobat/Internet explorer ->here it should not work
I just started my laptop, and opened Opera, Vivaldi and Internet Explorer. ReHIPS, was disabled at bootup.
Opera, Vivaldi and Internet Explore are scrolling, fine. I don't think it is necessary to install FF and Palemoon browsers.
I don't have or need MS Office and Adobe Reader. So, I won't be installing them.
I just tried something:
Activated ReHIPS, i.e. no longer disabled, and still with the Opera, Vivaldi and Internet Explorer open, as per screenshot one.
Scrolling is still OK. I had one C: drive, Windows folder showing as per the taskbar, and it was scrolling OK.
But, then I opened another Windows folder, and is now showing in the task bar. However, that was opened following ReHips being renabled.
See screenshot two, and it shows all the browsers, and the Windows folders in the taskbar. I can continue to scroll with the original startups, i.e. 3 browsers and one Windows folder. But, the one that was opened after ReHips was enabled, i.e. additional Windows folder does not.
As an experiment, give Vivaldi IE all WinStation Access Rights. See attach.
At the moment I am posting in this thread, via Opera browser, and it is not currently running in an IE.
This what I see when I go into the edit settings for Opera. Not sure if I am meant to edit anything. And, how should it be.

For Opera additionally check all WinStation Access Rights and DESKTOP_HOOKCONTROL. Run Opera in IE and test scrolling.
Ok....I made the changes, shutdown and rebooted. Opened Opera in IE, but still hasn't remedied the scrolling problem. Any more ideas?
IE changes applies without reboot. Further investigation of the problem will be carried out by fixer when it will be available.
Ok, thanks. ...In the meantime I have the HIPS, but not the IE.
@Tarnak
Can you try with an external mouse? Does it still not work even with an external mouse?
@XhenEd
When I bought my Surface Book, I also purchased the Microsoft Arc Touch Mouse - https://www.youtube.com/watch?v=z6SMKgq1JY0
So, I have both utilisation of Trackpad and/or mouse. While I can use the mouse for scrolling, I prefer to use the trackpad.
I use the mouse for clicking on folders, links etc.
P.S. I am in communication with @fixer, also.
