In Windows 10 AppContainer applications are started by svchost.exe process. If this execution is unsuccessful and error is invalid signature, empty application border will remain on screen and this application will fail to start until explorer is restarted. Weird behavior, but I didn't have time to dig into this. If anyone took a look into the root of this, I'd be grateful for information for the sake of completeness.
This issue was found about a year ago, it wasn't fixed then. I haven't checked it since.
