I'm after a program that is a sandbox for programs only (not for the OS eg like ReturnNil; is this a sandbox for programs only.
Will this make a good alternative to SBIE?
Will it work with Tor (without crashes it)?

Tor should work fine with ReHIPS.

There is a video demonstrating how to configure ReHIPS for Tor to work.  The video is on the ReCrypt website.
