how to unblock command lines?

it happened a few times that a microsoft process triggered a pop up, and I clicked it, under the mistaken assumption that I was allowing. But now I realize that I made a rule to always block, not always allow.
how to find those processes and unblock them?
I looked under the blocked tab, but I saw there, in the list of unbound programs, several processes that I know they run isolated, or are allowed altogether.

Go to settings, programs, and click blocked at the top. It will show all blocked stuff.

About this you probably checked unbound under system and not under your user account name. When launched isolated they are launched by user.
