If you change file system or registry permissions or if you open file with double click and use Open File Access feature described in one of previous blogposts here https://forum.rehips.com/index.php?topic=9484.0 prepare yourself, it may take some time. Even if you set some permissions for folder only without any inheritance, Windows for some reason walks through the whole folder subtree and it may not be fast especially if this folder has a lot of files and subfolders in it and located on some relatively slow media like external HDD. Truth to tell, I'm not sure why Windows does that, but it is as it is. So don't worry if permission changing operations eat some CPU and spin your HDD, it's not a bug, it's a feature :)
