Sure you could but it will require effort from you. Moving files in correct locations to unzip/zip and then you will have the real thing that will run. So there is 0 reason to do so except if 7-zip was so much abused and exploited that you had to do it.

I think the problem was launching it with a right click on the file to be decompressed.
These unzippers seem to work better in IE when you first launch the GUI isolated, and then use the GUI to choose the file you want to unzip.

If I remember correctly, you can change from Allow to Allow in isolated environment in RulesManager for 7zip and then reinstall that rule and it should work in isolation.
As most rules for installable (not system default) programs (even the ones that allow by default) are ready to be changed to isolation rules.
